During the War against Malefor and the Dark Army, the Guardians fought for the safety of all Dragons. At the start of the war there were actually 6 Guardians representing the Dragon elements: Fire, Wind, Electric, Ice, Water, and Earth...The Guardians of Wind and Water fell early in the war, leaving only Ignitus, Terrador, Volteer, and Cyril. During this time while some Dragons left their eggs in the temple to be cared for and protected by the Guardians, many other Dragons fled to remote and hidden locations all across the world and established new Haven Cities to ride out this storm and survive, and with these Safe Havens there were eggs that survived the Dark Army's raid on the Temple. Now with the war over Dragons are returning to the capital city of Warfang, and just in time. The Remaining Guardians have had their days as heroes and are getting on in years, there needs to be a new generation of heroes and many young dragons have stepped up to the role.

Yup! I was talking about my story ideas with a friend and we decided even though they are not natural elements in The Legend of Spyro world, we decided it would be interesting if since Malefor created Dark Elements they not only now exist in this world but have begun to appear as elements Dragons can be born with and because of their dark associations these dragons have become outcasts. I imagine this would tie into Cynder's personal story, being able to relate to them being treated unfairly for reasons they beyond their control and dedicating herself to become The Shadow Guardian in order to represent and protect them, and she's not alone. There's already a Wind Guardian, and if Cynder is taking the title for Shadow then that just leaves Fear and Poison. Maybe the 3 of them squad up from time to time for their own missions.
Fear is the Dark counterpart to Electric. If Electric represents Rational thought and Logic, then Fear is Irrationality and Paranoia invading the mind and causing them panic and react to threats that are perceived to be there . Fear also appears as a Red Soundwave so it could also be thought of as the Thunder to the Lightning which is also a common irrational fear.
Vexare was not originally a candidate to become a guardian of any sort. No Fear Guardian has existed up to this point but Cynder picks him to join her and become the first. Before meeting the New Guardians, Vexare was a Sad Clown performing in a Circus; He's a talented actor and performer way beyond his role as a clown (I imagine him and Aestella are going to become great friends and perform together), but the circus was the only place that he felt like he belonged despite being taken advantage of there.
Outside of performing a role, Vexare is a very awkward and cautious young dragon who has a tendency to overthink and get carried away in planning until he's pushes to act. To alleviate tension he often makes jokes at his own expense, he doesn't think very highly of himself or expect other dragons to either, thus creating a vicious cycle that reinforces his preconceptions about himself.

-Elemental Energy: 7/10
He needed to have a lot of energy and endurance from performing show after show
-Elemental Control: 8/10
He needed to learn to control his powers in order to put an audience on edge, not scare them away
-Intelligence: 8/10
He is smarter than he lets on or believes himself to be, though sometimes thinking is his bane
-Combat Ability: 6/10
He is evasive and acrobatic from performing in the Circus
-Potential to Grow: He needs to gain a boost in confidence and learn to take risks so he can act in a situation that demands immediate response
(I based his colorscheme off of the Scarlett King snake, it looks a lot like the Venomous Coral Snake but the Scarlett King is non-venomous)
