I hit the Artist Alley at Fur-Eh this weekend and worked on this guy.

This is Wau. He's gotten ahold of an AM-PE2 pilot's visor and with it the ability to listen in on distant radio chatter. He tries to interpret the chatter in a way which benefits his tribe, occasionally receiving fragments of useful information, new words, and incredible music. This is a relic of the previous age, akin to a magic item in his own era.
