Caesar is a Starship Avatar Shoreleave Interface (SASI) that is a hybrid of an owl, wolf, and shark. He often has a cheerful expression, often with closed eyes displayed on his visor. He is also often oozing since his form is often itching to become nano goo.

Caesar was once a stealth starship who helped perform reconnaissance for the Union of Free Stars, and his job eventually changed to being an envoy involved in diplomatic talks with a nation that was itching to start a war. One day he was captured and experimented on within a secret facility. The nation that contained him was attempting to reverse engineer his technology, but little did they realize that he was turning into nanogoo to sneak through vents as he collected intelligence and leverage. Once he had enough data, he escaped the facility and returned to the Union for a debriefing. It was revealed that Caesar intentionally let himself be captured as part of a risky spy operation. His intel was instrumental in maintaining peace, but it did come at a great risk to himself as well as the Union itself.

Caesar has since then retired and opened up his own casino resort within Astral Gardens and named it the Speakeasy Grand Casino. He has a strong affinity for the Roaring Twenties, and loves to stylize both himself and the casino after that era. He remains well-mannered and composed even after his capture, but he never could deactivate his nanogoo form completely, so at least a part of him is always oozing. And even during retirement, he still aids Astral Gardens persuading powerful beings to visit Astral Gardens, where they can be safely assessed whether they need to become a permanent resident.
