Well, realistically, overall a more athletic person would be better at the job of life guard due to the physical demands of the job, there's a couple things you're missing here.
1. A significantly overweight person actually wouldn't struggle to stay afloat. In fact, they'd have the opposite problem - they'd have a harder time diving. Short answer: fat floats. Long answer: bodyfat has a lower density than water and someone with a high body fat percentage would be positively buoyant as a result.
2. Fat doesn't mean not athletic, it really depends on the individual's diet and level of activity. Some of the most athletic people out there are sumo wrestlers and olympic weightlifters. Sumo wrestlers in particular are notable due to the intense training regime and typically heavily controlled diet that allows them to bulk up in both fat and muscle - some of the heaviest rikishi weighed in at over 600lbs peak, yet still demonstrated significant athletic ability in the ring.
3. Even ignoring all this, furry logic applies. IRL a person Kelsey's size might struggle to maintain a level of fitness suitable for the job of a lifeguard without extreme levels of training, but whether an anthro character in the furry fandom would have the same struggles or not is entirely up to the artist. Some people like making their fatfur characters have some degree of realistic struggles, while others will let their characters remain fully mobile or even athletic up to the point where their feet physically can no longer reach the ground.
