This dude is...part-otter and part-eel? Huh. That's an interesting hybrid. Then again, we do have some unique hybrids in the Infurnational building. Anyways, this guy right here is one of those "fuck around and find out" people. I mean, he DO love himself some danger. Although, there IS such a thing as "fucking around too much". So, if this dude suddenly ends up in the hospital, that's on him. There's no way in hell I'm paying that hospital bill. He may be crazy, but at least he's chill and kinda fun to hang with occasionally. And if he comes off being an ass, don't worry, he's yankin' yer chain. That's...just his way of saying that he loves ya. Now I'm pretty sure you all know a scientific fact that water and electricity don't mix. The reason I brought that up...is because those are the two superpowers that Scramble Thunder is capable of using. Scramble Thunder can manipulate both water AND electricity! He'll soak you AND shock you at the same time! He can even fuse his electric attacks with water whether to deliver a single blow...or to shield himself from other attacks. This is one tricky fighter, I'm telling ya."
