Apologies, I just saw your comment! The first answer as to how I draw in Kaneko's style is that it takes me a lot of time. It usually takes me 20 hours or so to finish a Kaneko-style piece of a full-body character + background.
The second answer has to do with my coloring techniques. (For drawing the lineart part, really you just have to look at examples of Kaneko's art as reference, and pay attention to his short facial proportions, eye shape, etc.)
When it comes to coloring, I find that Kaneko has 'chiseled' shading, where he carves out forms into one of 2 values (light or dark). You can select light or dark areas with the lasso tool in Photoshop, then use the fill bucket to fill it with an initial color. Lights/darks can be kept on separate layers.
Then each light/dark area usually has a soft gradient (which fades the light/dark edge in places), so I use the "Soft Round" brush (from Photoshop's default set) with a middle value to add those.
Note that Kaneko's coloring has *very* strong contrast, so I usually use the "Soft Round" brush again to airbrush pure white highlights or black shadows in small places. I might also adjust/up the contrast of the image as well, if it's still not there yet.
Finally, Kaneko often does photo bashing for his backgrounds, so I take my own photos that I edit parts into the backgrounds of my Kaneko-style pieces. (The ground texture in this art piece comes from a photo I took.)
