I think the BMW Isetta came first after just looking it up and comparing
BMW Isetta production: starting with the Iso version (1953-56), than BMW taking over: (1955-62), at the same time Velam was also building it: (1955-58), and then Romi was one of the last to produce it: (1956-61)
