I think so, he can shoot electricity out of his hands (though that can be nullified in a few ways) and absorb electricity (that can’t be nullified)

Yeah, If he can empower himself using the electricity absorbed he's an electrokinetic, which would also mean with refinement he can do lotsa fun stuff like recharge cellphones, overload security cameras, or make ladies yelp from their bra arcing.

Heh, well, I’m not entirely sure if he’d be able to do those things with his powers nullified as he’d probably be only be able to absorb electricity at that time (kinda punishment from hanging and doing some criminal things with the Orca)

But yeah, I can absolutely see that when he can use his abilities fully then, though heh, I can imagine messing with security cams and ladies bras might get him in trouble again.

True, sounds like he's more mischievous then outright destructive. And electro kinesis can do really fun stuff; even nerve control with fine enough work on it. Imagine being able to disable a guard without hurting them by just giving them mind-numbing pleasure till their eyes roll back:P

Yeah, I’d probably say that for sure though the Orca would have his uses for sure and he does prefer to try and use non lethal tactics on living beings.

The Orca is the one that prefers to use more lethal tactics and is definitely more a brute.

I’d definitely say that’s the case, he does have his super abilities but he’s not competent in hand to hand fighting.

Granted if he does catch you off guard and hits you with a punch it will still hurt as he does have a lot of bulk for a dolphin, but that’s about it when it comes to fighting hand to hand for him.

Definitely a drawback to relying on his electrical abilities to much.

Does he use his sonar much? That could also stun or be highly irritating(like an emerganecy siren) to those with sensitive hearing, like canines and felines.

No, though admittedly I don’t know how much of their real life animal attributes carry over to anthropomorphic form.
