Rouge was about to get nude in front of these two to begin her "playtime" with them. Unfortunately for her, one of the beach host immediately stopped her to remind her that there are kids on the island which consist of Tails, Cream, Marine, Cosmo and Sticks as well as Frozesha's younger siblings. They also reminded her that they are to use their feet to mess around with the small Mobians and not anything else (Frozesha gave Sticks permission to vore someone for the heck of it). Rouge had to refrain from doing her usual bimbofoolery and abide by the island rules so she obeyed...despite her canonically seducing and kissing Tails in the show Sonic X.
Frozesha let Rouge use one of her royal private islands that she normally uses to make her captured prey simp for her feet and such to have her actual fun with Knuckles and Shadow, but couldn't use it till much later.
