This just gives a general idea of Sephaelus how is supposed to look.
Sephaelus is an Arkestran made almost entirely of cloud quicksand. The cloud Arkestran has a head made of cloud quicksand resembling an Arkestran's head, complete with a mane and antlers. The cloud Arkestran has a tuft, wings, and arms made of cloud quicksand.
The Cloud Gloopiness is just meant to show that Sephaelus is really gooey looking.
