Naaaah, this isn't Knee of Justice, this is Joe Higashi's special grab that I have no idea of how to do!
Same with Ken's version, and Honda's Sumo...hug...grab, just in general anyone that has a multi-hit grab that you can mash the button for more damage. <v>

But I love how Joe's is portrayed in CvS2 (which by the way is getting re-released in Capcom Fighting Collection 2!!), where the hits sound hard, and he punctuates the end with an "ORA!"

It's something that I couldn't wrap my head around in my journeys in fighting games, where I used to mash like crazy

I definitely know you cannot do it against the AI! The AI can input far faster than that of a human being! Either that or Super Turbo/X just cheats mega hard. <v>
