Although it's very different, this reminds me of the harpy from the Rankin-Bass animated Last Unicorn -- I remember Celaeno was very vulture-like in that film. And had a beard. :D
The crest feathers and neck scales on this critter are interesting. And the deep sunken eyes -- very expressive.
