Yeah, that's the problem with most .gif compression; it either kills the quality to cut the size or is an oddly specific combination (like reducing number of frames and balancing quality).
It's kind of absurd that avatar / icon limits are still such a concern when storage capacity has become so extremely available (and some people upload 3MB+ image submissions on FA).
