A redesign of my old attempt where Harleen Quinzel, an elementary teacher who loves teaching her students gained elastic powers from the same chemicals that Patrick O'Brian was in.
Batman sent her to the hospital, and the next day, she gained superpowers. She wasn't sure what to do now, but then she thought that since Batman saved her, she might as well return the favor. So she became a hero well thought out very early and hasn't found a name for herself.
During her first patrol, she spotted Batman chasing the Joker, so she decided to help the Dark Knight stop the Clown Prince of Chaos. When she finally caught up, she was going to restrain the Joker, but unfortunately, it was a trap, and she got exposed to his venom, which made her laugh like crazy. Batman already had the antidote on hand in case and gave it to her, but the Joker got away.
Batman took Harleen back to his cave and ran a scan incase to see if there any trace of the venom and seeing if there were any negative effects on her elastic body as well.
After some testing, Harleen woke up to see she was in the Bat Cave. Batman greets her and asks if she's feeling well. Harleen said she felt ok but then made a joke and laughed at her joke. Batman figures as much. The little traces of the Joker Venom must've permanently bonded with her and he asks her if she has any ill intentions or likes to commit crimes for herself or someone else.
Harleen was offended (although dramatically now) that he thought she would do such a thing. Harleen only wants to help and she has a job as a teacher to help young minds make their mark on the world. Batman took notice of her words and decided to help her to have better control of her powers and help her manage her new comedic personality (she was also a part-time child psychologist).
After weeks of training and mental control, she's now reborn as "The Stretch Jester" with her new clownish persona and new clothes that are the same property as her body so she can morph in and out from her hero to her civilian looks. So not only does she fight crimes but also makes people laugh in a non-deadly way. She's also a member of the Bat Family as she help Bruce from time to time.
