Hover is a 34 year old robian blastoise living in the sonic world, residing near sunset heights (despite the robian hate). He's fat, he may have forgotten how it happened (it was consuming a large amount of the metal virus). He took a large amount of metal virus for a few civilians. He has the powers of a blastoise and traits from the metal virus. He can be quite altruistic (like taking on the metal virus for civilians.....even if it was a temporary protection).
