Well, I've run out of ideas for the PSAs, so we've moved on to the unique services and goods that might come about in a world where humans and dragons must find common ground. If you come up with any possibilities, I'd be curious to hear them!

One idea for an PSA (although its probably too big of a topic), how does law enforcement work with dragons?
You stories make it sound like in many/most places dragons are outside the law (or its very selectively enforced) and also seem to have little interest in following human law.
On the other side they are buying buildings for themselves, so some kind of legal framework must exist. So how are violators handled? You can hardly arrest and imprison a dragon except with a lot of effort and expense.

That's a loaded topic that I've been working out how to approach. By and large, the human legal system treats anything that isn't human as property. It was never designed in the least way to account for a sapient non-human creature. It is not by choice that they are outside the law. With that, they must largely police themselves without courts and law enforcement.
