Tsunami is Team Justice's most adamant member. He's tough, stubborn, and often shows little regards for others. While he's not very social and frightens many of the residents of Pokémon Square, Tsunami isn't completely heartless and gained some respect towards the members of Team Justice after becoming a member. Some of the members of Team Justice are driven by wanting to protect and help those in need, but Tsunami is driven by wanting to always win. With his power and abilities rivaling that of Phoenix, Tsunami is one of Team Justice's strongest members.

Origins:
As an outlaw known for his brutal power, Tsunami the Feraligatr scoured the land doing whatever he wanted. Upon hearing of Team Justice and their heroic deeds, Tsunami opted to take them down a peg, and kidnapped Annabelle as a means of grabbing Team Justice's attention and luring Phoenix into a trap. With Phoenix being ordered to meet Tsunami in Oddity Cave alone, the Blaziken rushed to rescue Annabelle without a second thought.

Arriving at Oddity Cave, Phoenix fought against Tsunami, who would prove to be the strongest outlaw Phoenix had ever faced. While Phoenix emerged victorious, he ended up breaking his arms in the battle, and was carried back to the team base to recover. Sheriff Magnezone eventually arrived to bring Tsunami in, but Nightwolf saw Tsunami as a potential ally; someone who could be turned good. Nightwolf believed that if someone like Tsunami joined Team Justice, they would have an easier time against outlaws as strong as him. Eventually, Nightwolf managed to convince Tsunami to join Team Justice, much to the disbelief and disappointment of the other members.

With some time and patience, Tsunami would eventually prove his usefulness as a member of Team Justice, and eventually would warm up to the other members. But Tsunami still strives to beat Phoenix in battle, and will never stop trying.
