A bit of head canon from Zootopia

The ZPD achieves in the sub basement is where they put the cops they either don't like or want to remove from the public. Tyler has been down there for 5 years now. The downsides of being an out of towner. Judy spent some time down here so to escape patrol with Samson (a lecherous old porcupine) and met Tyler. This takes place a little while after an incident which happened at an ice house (more of that to come) and they are just discussing something when Judy makes a proposition. No one comes down to the old archives and the cameras have been turned of since the late 70's (hence why the waiting room looks so dated) so why not have some fun? They are currently trying out a friends with benefits situation and Judy is feeling frisky.
