The adventuring academy taught that casting certain magics requires routine practice to maintain proficiency. Apparently, the skills behind the casting of certain magics is perishable and must be maintained in order to be reliable. Breezer still owns all the spellbooks that he bought for study purposes at the academy. He even acquired a few more for the same reasons.
With that in mind, we see here Breezer practicing extinguishing campfires. Handling fire is a skill that requires at least SOME practice. This spell combo is one that Breezer has found to be particularly effective. Getting it right requires weekly practice. Making sure it actually extinguishes the flames requires flame that can be extinguished. It's a combination of an ice spell to deal with the heat generated by the flames and a water summoning spell to quench and smother the flames. Combining them will encase the fuels in a layer of ice, preventing later flare-ups.
