And that begs the question: Exactly why? Kitsune do NOTHING out of the goodness of their hearts. Not even KIRIHOKO Roko. What does Suzucon-sama get out of it? Why is Miyo-san unable to sleep? None of this adds up but the picture looks quite sinister.
My theory isn't completely blown out of the water, but even if it's only partially true it means nothing good for anyone.

What if (and bear with me on this one), Roko is the (former) Heartless, and Miyo is his Nobody? It is conceivable that lord Suzucon's work lies in the realm of "resurrection" magic. Not to be confused with simply animating a dead body, but actually restoring life into what was lifeless, maybe dead or decaying. Without Roko's soul, and no subsequent initial mana pool, two tails had to be sacrificed to return the body to full functioning condition?
She's not the horror at all. She's actually a pretty sweet person.
It's what is being done to her that is the horror. Even in the best case, she's basically an undead abomination and doesn't even know it. (So is Roko, for that matter). But the worst case is a whole new kettle of fox gods. The worst case is that she's being experimented on by a complete monster for what may well be a truly horrifying purpose, just because her body was unlucky enough to wash up on his shores.
Who else do we know took inanimate objects and gave them life?
Roko talks about miracles. I tend to follow the line of the movie Nope: There are such things as bad miracles.
