I have to imagine that there's a small portion of the population who enter the program voluntarily--but they are definitely the exception. It's viewed culturally like someone wanting to voluntarily go to prison. Usually, instead of signing up for becoming a drone, they'd find alternative ways to scratch that itch, like personal suits or other 'slave play' clubs or something else.
To become a drone is, after all, to welcome oblivion. Mindless, thoughtless work and labor for years on end. It's why most drones jump at the chance to resume their old lives, and the ones who chose not to are so... interesting? Different?
