Virmir did his homework. His is a generic version of many famous Shinto shrines in Japan. The thing that Saida is perched on, for example is a tōrō, or light-basket, something that originated in Buddhism but that Shinto adopted around the 9th Century (!!).
It is exactly the sort of shrine you would have expected to be built to worship a really powerful kami, like Suzucon-sama.

It's hard to know in Virmir's universe. It may be he created it all himself, not as a place of worship, but simply a place to purify himself (as all in Shinto must do) and to call home. Also possible that at one time, like Brand's kobolds, he had worshippers. But something happened... and now he just has Miyo-chen.
I have the feeling we'll know a LOT more about Suzucon-sama soon.
