Looks like the original sedimentary layers got tilted over a very large scale, then eroded to a roughly even ground. Then came a flood basalt, judging by how thick that igneous layer is in the middle. Sedimentation resumed, to the point where the top layer of soil is several hundred meters up. Near the present, a general uplift event or massive erosion event occurred to expose all these rock layers to the air.
