This is why you aren't allowed to mess around in passport photo's, maybe things are different in Kaj's world ;) Which raises the question, if people are able to change their appearance through magical means how is that dealt with in something like a passport.

And does Rhelki have to have a passport photo for when she's in her summer coat as well as winter? ;)

As for magical appearance changes, that is precisely why it actually tends to be rather strictly regulated. TF magic always has to be performed by licensed clinics, who then keep documentation for officials. This does tend to make it somewhat expensive to for example, take a night out in the town in a different form, though plenty of people still do. For people win innate shapeshifting abilities, those able to take any form, like the kitsune, are actually quite rare. Most just have a limited number of appearances they can take and for ID checks, they'll force you to revert to the form on the picture. For those who can't control their form (or say anthros with very different seasonal variations to their coats) then supplemental pictures would be supplied.

It is you-know-who, but less a wanted poster and more of a, if you see this fox let him through with no questions if you value your life, poster.
