If a character cannot hold their shape then Io can't really take them over, since they're using their guests as vessels of sorts to cover in his "suit" and thusly have a body of their own to walk around with
Hmm, the characters mostly get absorbed because mortal bodies simply can't handle being suited that long. If a character does not need to worry about that while also having the mentioned solid form, then theoretically Io could use them indefinitely as opposed to being absorbed
