Yup, the name fireplug comes from the early days of municipal water systems. The pipes in the city were actually made out of wood by taking a hewn tree, hollowing it out, and fitting them together to make pipe. When there was a fire, the firemen would dig to a section of pipe, knock a hole in it, and pump water from it. When they were done, they would place a large plug in it to seal the pipe back up. They would note where the plug was, so if they had another fire close by, they could just "pull the plug" again instead of making a new hole.
