Taking a look at the little guys snacking, this area used to be for goods seized from smugglers entering the city but since the dragons turned up, people working outside of the local authority have strangely dropped, or perhaps more accurately, reduced in number. So now it keeps these troublemakers busy instead, it keeps them from bugging the elders and merchants doing actual business in the market. Remember it's "tribute" though, they don't seem to like it when you imply feeding them is "charity".
