Maybe she's unhappy there and what her husband did is the final straw. So she decides to leave in secret, thus the hood, and follow her daughter. She may or may not somehow have Kyo with her.

Nice hypothesis! Small detail, I may clear up. The Chief is not Via's husband, but another woman of the council.

the chief is the one in the center of those three, Via is on her right (or the left, if from our pov), and the woman on the chief's left name hasn't yet been revealed.
