This is essentially what happened with Le Loyon cryptid in the Swiss mountains. Turns out it was a guy who loved wearing full rubber and wander around the forest.
There was something similar when I was growing up. A family friend of ours worked special effects and had all sorts of monster masks. He would sometimes put them on and wander around backstreets late at night. Eventually stories popped of a monster prowling the area.
