Well just cause the Succubi moved in doesn't nessicarily mean Verosika is thier all the time, she is a Pop Star on Earth and in Hell. Vortex is her bodyguard so when she's on the road so is he. As for Loona's parents do they even know her? I mean she was in a Kennel/Orphanage, are Hellhounds breed like dogs on earth or is she an orphan?
I'm pretty sure that the succubi there are there own agency, if I'm remembering correctly from the events of Spring Broken. They asked Verosika to lead their team during Spring Break and she was only there for a week back then but that just might be it.
Loona and Vortex might not see each other often since he is Verosika's bodyguard first and would only show up if Verosika was there.
