Showing the character design complexity scale with clothed characters. If we stripped these characters down they would be ranging from so simple a child can draw them easily without the clothes or relatively tricky. With clothes the characters range with extra details either covering up their insane details or adding insane details.

This is help gauge commissioners on how damn detailed their characters are and how much it will cost to get all those details in (Mega leveled Digimon generally give me a mental crisis on what details I missed).
