He might be trying to learn to make puppets that can pass as normal living people. That she had no life force whatever suggests she was an animated meat puppet, but one that he couldn't keep alive for very long.
He would have learned from the first time. Ordinary animated objects wee easy to detect. Roko was LIKE one of his old puppets but had totally independent will.

I sort of thought they were just the only tails visible in the actual silhouette, though yeah, the two-tail thing could have been foreshadowing. Ostensibly it was to put his new guests off their guard, but he'd no idea that they had a kitsunegami with them who saw straight through THAT disguise. So he changed tactics on the fly. He's way too good at that.
To be fair, nothing he's done is actually evil. He's been Defensive, and given the sorts of villains we've seen thus far he has every right to be. But when given reason, he is forthcoming and helpful, and he seems more pragmatic and utilitarian than evil. He does what seems reasonable given the information at hand, and to that end he insists on having a Lot of information to work with.
Researcher neuroses.
I'd say additionally what you're seeing is that the TRIO is concerned he's evil. The ominous overlook in this page is what Roko's seeing/feeling. To date, most everyone with power they've met has been evil, and they have no reason to believe that track record will end.

All that depends on the answer to a question: Who animated Miyo and why? And I think we're about to get that answer... and I wager none of us are going to like it.
He doesn't even need to be evil. He may have a case of Blue and Orange (completely alien) Morality. That makes him no less a deadly threat.
