This rather looks like a blast pipe, but the addition of the valve makes me wonder. It doesn't look like a throttle valve that I've ever seen either. I suspect this is also from #28, a Baldwin.

I do believe that is a throttle stand. the part on the right goes to the dry pipe, and the left is the valve. the valve would be on the top, with the right side on the bottom(On top of the dry pipe) the pin holes on the casting near the end of the rod are for the bellcrank that pushes the valve up when you pull on the throttle in the cab.
