Neo-Atlantis was first built by their corporate sponsors for tourism trade. As time passed, the colony expanded and got bigger and bigger, soon becoming one of the major cities of the world.

Eventually, more were founded, new cities, bases, and so forth were made. But things changed. It was no longer the initial colonists but their children who lived in these colonies. At first, there were a few protests. Than came riots. Finally, a revoultion. The colonies abandoned their corporate sponsors to form a new nation.

But that was not enough. They feel they were cheated, and still bound by the chains of land bound nations. Now, a new war will erupt. A war of liberation, and invaders from the deep.
