There are Riolus that are children, but if we assume a Pokémon's level is the equivalent of it's age, there can be Riolus that are adult; when a Pokémon is evolving, pressing B will cancel it without de-levelling them (iirc they will try to evolve every level), or equipping an Everstone will make them never try to evolve
