Context wise, this concept art depicts the bottom floor of an abandoned cooperative being firebombed by bandits. This was done after the bandit's attempts to root out Brack's group (who were in the upstairs section of the building) failed. Angry at having lost several of their own, the bandits decided to light the building on fire to try and defeat Brack's group indirectly. The fire presents an obvious hazard, but the sudden intense spike in thermal signatures also attracts a much more dangerous hazard: The Scourge.

The Scourge are swarming insects who are relentless and seemingly without end; normally only encountered after 5 hours (in a Yellow Zone), excessive amounts of heat or vibrations tends often causes them to appear earlier than normal (for reasons unknown).

Brack's group has to now escape the perilous situation. Though with the bottom floor of the building on fire, and the Scourge now swarming all over the surface; the only avenue of escape remaining to them is via aircraft.
