I have no idea, but there'd be these little bits of news trying to 'talk around' just how some idiot got their something hurt. Come to think about it, I don't remember hearing any more of them after some of those 'toys for men' became available ...
Another good joke was some gal saying those 'flesh-lights' should be banned because they gave the guys a reason to not need a gal - and then she blew up when asked if dildos and vibrators should also be banned because they did the same for the gals ...

Wouldn't help much if the blades are close enough to the intake hose connection ...
This of course was a thing with the ones that blew the dirt/dust into a 'bag'. Most of the ones I see today the air and dirt is sucked down the hose to the holder/filer before hitting the fan (meaning less dirt in the motor/fan.)
As a full/clogged filter looks like a blocked hose. As most of them cool the motor with the air passing through it, the slow-down might also be to keep the motor from overheating.
