It's Otto the Obstagoon! He comes from Beachton, but now works in Ultra City as a lifeguard. Yes, sometimes people pretend to (or actually...) drown on purpose just so he'll rescue them.
Otto isn't my character, he's one of the newest characters on Paradise MUSH, but pretty much after my first scene I was like, okay, I GOTTA draw this dude, he's a badger built like a refrigerator. I'm pretty predictable, I RP with a large Pokeman, the muse takes notice.
Not sure if his player (Koal) has an FA, but I'll link if he does, and you can read more about the character Otto here anyway!
