I think I'd take Violet Steppe, Bogwoods, or Clouded Hills

I just got the idea to list them from most inhabited to least: Violet Steppe(30%), Bogwoods(25%), Clouded Hills(15%), Great Swamps(12%), Tundras(8%), Deepmuds(6%), Polar Wastes(3%), Polar Stillwoods(1%), Godwastes(0%)(forbidden)

The Steppe is easiest to build on, while the Bogwoods/Clouded Hills are the most favourable climatewise. Greatswamps and Tundras have small villages, the Deepmuds people are mostly nomadic, and the Polar Wastes/Polar Stillwoods are mostly non-civilian (science/military etc.). The Godwastes is where the worms live and it is forbidden to enter for religious reasons.
