Yes, Tako-Su can go Super Saiyan 4. Or more accurately, Ozaru Super Saiyan, since it's not actually a main-line progression but rather an entirely different branch that only requires normal Super Saiyan to achieve. Which works fine for her, she doesn't have the patience to go for Grade 4 Super Saiyan in order to unlock Super Saiyan 2 and 3 anyway.

And before anyone goes "That's OP", Super Saiyan forms are power multipliers. Ozaru Super Saiyan is a 4000x modifier, but if Raditz had that during the Saiyan Saga he'd still be at 4.2 Million - which is a LOT for that era, but keep in mind that Goku was at 6 million at base when he fought Frieza. Don't get me wrong, Ozaru Super Saiyan is still absurdly strong, but at the end of the day even its power ultimately depends on the user's base power. Still managed to bring her up to the point where she's effectively one-shotting a "pure" Majin, though, even if said pure Majin isn't quite as powerful as kid buu.

Also, stretchy Majin is stretchy.
