Was there a set of rail in the ground infront of you? and a set of tension wires overhead? If so you was right next to a Lighrail station and there are only four long that road, and them cops are there to stop bicyclists from riding around there, which is Ironisc also that they get to ride bikes while others don't.
Note this was assumptiom of things happening in my neck of the woods. A person already gave the reason why, mine was just a assumption heh, forgive me.
SOS was a program ran a while back when one of our police stations was in danger of being shut down, I just connected the dots.
