Most fat on birds accumulates in the abdomen, near the center of gravity (so as not to interfere with flight). The center of gravity of most birds is between the legs (really, between the *knees,* since birds have a virtual monorump). In front of the CoG is the keel, or breastbone, where the flight muscles are located. The keel is HUGE, and very little fat accumulates there, because it would interfere with flight. So it goes to the belly. This way, no matter how fat your bird gets, they are still balanced in flight.
If you wanted to be more fanciful, you could also inflate the bird's butt, under the tail. Yes, birds have buttcheeks! But they are mostly hidden under the feathers, and they are fused together.
A good guide is to look at a bird WITHOUT the feathers, such as here: https://images.app.goo.gl/yifsXkfWkogrU7u18. That gives you a better idea of how mass is distributed through the body, including fat.
