Nah, they're not Imps - or any of the playable races. The game files list their race as 'Orcas', and they may be related to the Sky Whale deity mentioned in the Lexicons.
I do hope they become playable in later patches, but as of right now they're their own thing.

Design-wise, they're Kubolds with Imp Tails; Imps don't get those ears or have a snout. But again, they're listed as a separate species in the game files - their NPC type is 'Citizen' and their race is 'Orca' (as opposed to Angela, Enok and Sally, who are identified as 'Kubold', 'Poon', and 'Chang' respectively).
