I think people are not looking deep enough when they call her "trollestia". She's having to work from the long view of things (being OVER a millenium old) and knows you have to tread carefully with prophecy.

Well, you see, at the same time as the dragon showed up, the queen of the sea ponies was threatening war against Equestria. Since nopony in Equestria was supposed to know about the existence of the sea ponies yet, Princess Celestia had to go handle the diplomacy personally. As for the dragon, Celestia decided the best course of action was to send the holders of the Elements of Harmony. Too bad she didn't know about Fluttershy's crippling fear of dragons. But hey, it all worked out! The dragon left, and the sea ponies realized they'd been acting on a simple misunderstanding of arcane Equestrian customs or something, I forget.
I think the name is inexact for the reasons you stated, usage of the word "troll" in a modern context has evolved into a kind of internet term of art. And it does mean hurtful and unnecessarily cruel actions. But she shows some of the hallmarks of a prankster deity; not like Loki, or or some incarnations of Coyote (Like Big Angry) but in the vein of Anansi or some of the Grimm's fables. She is a didactic prankster. Though there was a TOUCH of malice in the Grand Galloping Gala, at least against the other attendees who could have been hurt or at least had their own, personal night, ruined. They might have actually LIKED the Gala as it was. But Celestia decided she didn't like it, and so did anything she wanted.
