I'm fairly certain that's because it is! That's a character of the Lyn race, with the Lycan's Sorrow eyepatch. I forget what the exact outfit is, but I feel like I've seen it somewhere before. They seem to be talking to a Lalafell from FF14. If I had to guess, these are both of the commissioner's character's from two different MMOs. Hence the title, "Tales of exciting Adventures!"
