Good catch! While this isn't quite the Loony Tunes style, I am developing a style like that. Actually, LT backgrounds are well worth doing a search for. There's quite a lot of them on Pinterest, if you're on there. I've got a board specifically for gonzo art styles - https://uk.pinterest.com/zombihotpo.....nzo-art-style/ , with LT having pride of place.
They're simple, striking (mostly for shapes rather than colour, I'd say), and they make the point. Plus - they're backgrounds! I see so many people drawing characters and making the background an afterthought that it would be nice to be able to knock up a *good* background without much difficulty once I start drawing characters more often.

Remember how there are a few cartoons where a dog is chasing Sylvester while Sylvester is chasing Tweety?
You could have the same thing in this scene.
