Likely perhaps not quite what King Koopa would have in mind, though it's hard to resist giving those big feet of his a good tickling. The gentle stroke of a feather though should be quite relaxing, though he's probably trying his best to suppress the urge to giggle, likely might even succeed for a minute or so before the laughter ensues.
