My working theory, he did a "Majin Buu" on 17 & 18 of shorts
Maybe they were stuck to the walls of his gut? Seeing as 18 came out without anything extra.

Maybe the androids were coiled in a part of cell near his stomach where he used them until he assimilated them completely, I think that the ones he ate by pricking them he directed them to his stomach, it would be good to know if the form is similar as with majin buu when he absorbed them. goku in GT when he escaped he mentioned something about his stomach when cell almost absorbed him.
