Raleigh is a wisecracking mutated raccoon.

Born in Raleigh, North Carolina, Experiment 1997 grew up in a top-secret lab as part of a super animal soldier project. He and the other raccoons were subjected to a series of creepy tests so they can be soldiers for the American military. The said creepy tests give him intelligence, posable thumbs, and a love for Eurodance. The professor realizes the raccoons were unsuitable for combat, so he decided to kill them all to erase the evidence. 1997 then escaped from the lab and retreated to Wales, UK, where he was raised by an old lady, who gave him the name Raleigh after the city he was born at. He started wrecking dishes, eat everyone's food, wet too many beds, and poop on couches. The old lady than puts him in a pair of super absorbent briefs as punishment. Raleigh and the old lady were captured by the corrupt cops sent by Max Million, so they can be evicted. Raleigh then breaks free after the old lady tries to prove than he can talk. Raleigh then runs away, but he was rescued by Mr. Justice. He became Mr. Justice's sidekick and S.O.U.P agent ever since.

He has grey fur with dark brown parts and a tan muzzle. He wears a white medical diap... eeeerrrrrrr...... super absorbent briefs as punishment for wetting beds and pooping on couches.

He's very wisecracking, talkative, and silly. He enjoys singing, dancing, and having parties.
