He looks like he'd fit in BraveStarr! Which does feature an anthro horse that talks, and if I do remember correctly he is partially a cyborg.

I have got the entire Brave Starr tv show on DVD at home.
The two shows were produced in close order. Brave Starr in 1987, Moo Mesa in 1992.
